Haiti is the third largest country in the Caribbean by area, and the biggest by population with 11.4 million inhabitants. Haiti is one of the poorest countries in the world, with a GDP of 1149$ per capita and ranking in the bottom 10% in the human development index.  More than one third of Haitians live with food insecurity, and lack access to clean water.

Haiti suffers from chronic instability, dictatorships and has been the victim of many natural disasters. Just recently, on August 14  2021 Haiti was struck by 7.2 magnitude earthquake, killing 2200, and wounding 12000 people.  The earthquake was the deadliest disaster of this year, ravaging thousands of homes. The disaster hit the islands right after the president Jovenel Moïse was assassinated in his home, which led to political instability and gang violence threatening the lives of 1.5 million people. Because of the impoverished living conditions in Haiti, many nationals seek refuge in Central American and South American countries. Some refugees make it to the USA.

The Del Rio Situation.

In September 2021, 9000-14000 migrants from Haiti camped under the Del Rio Bridge in Texas, near the Mexican border. All refugees risked everything to have a shot at asylum and hopefully a better life for their families. The migrants had been staying there for days, and are being held by the authorities, to await processing. The individuals camped out had little access to streaming water, and could just use a few makeshift toilets. Border Patrol sent reinforcements to deal with the surge of Haitian refugees. Some were being kept in place aggressively by agents on horses, others were flown to other parts to the border, to expedite processing. The unlucky ones were deported and put on airplanes back to Haiti. The government has ordered the deportation of as much as 2000 refugees already.

The administration has called in title 42, a provision created by former president Trump. Most refugees from Haiti tried to seek asylum in South America, but due to Covid lockdowns, and economic downturns, were not able to make ends meet. After the Department of Homeland Security extended permission to apply for Temporary Protected Status to Haitian nationals living inside the U.S. as of July 29 2021, people in the Haitian network told Haitians in South America to go to the US quickly. Because of this fake news, many refugees are trying their luck at the US border. Many shame the US government for their inaction, and maltreatment of the refugees. The UN slammed the Biden administration and called the crisis a violation of international law, and the rights of the refugees.

Your Goals

[/dfd_heading][vc_column_text]The US government, various international organizations and Non-Governmental Organizations, including the United Nations High Commissioner for Refugees (UNHCR) and the Association for Refugees and Minorities (ARM), are trying to solve the crisis for the thousands of refugees, but the numbers have overwhelmed them. Your goal is to protect the Haitians, prevent the refugee emergency from escalating, and find a more permanent solution to the crisis. 

You will find as you try to resolve this humanitarian and human rights crisis that different players have different objectives. You will need to find common ground to prevent a further crisis and public outcry against the worsening refugee situation at the border. The United States, other nations and activists across the world are critical of the developing scenario at the US border and are following events closely. 

Are you willing to jump in and confront the situation? We believe you bring the necessary skills to the table: the ability to hear others’ viewpoints; the ability to analyze your own and others’ positions and goals; a spirit of cooperation; and a belief that everyone can be a part of a solution. 

As representatives of one of the stakeholders engaged in the process, you will need to: 

-Prioritize your diplomatic goals according to your group’s policy position. 

-Identify with whom you will need to negotiate and who might be your allies/opponents. 

You will need to learn what the other participants believe and what they want out of the negotiation. Can you help bridge gaps between the participants? Remember, not all groups will agree with your priorities or goals. The objective is to find a solution that advances your group’s goals and priorities. To do this, you will need to compromise and develop consensus to meet the other stakeholders halfway. 

You will need to negotiate with other groups and look for ideas you share. Scenario

The many refugees will build large makeshift camps, near the border. The refugees will be forced to live in inhumane conditions until the administration finds a solution to the problem.
